The paper deals with the current issues of the regional policy of the European Union; Committees acting in the European Community are established, for example, the Common Committee for Agricultural Cooperation, Federation of Farmers' Union, Permanent Representatives Committee, etc.

The concept of innovation system of agricultural knowledge has been studied. It is said that it originated from the concept of earlier agricultural knowledge system. The Agricultural Knowledge and Innovation System is considered as the notion of a network of organizations, enterprises and individuals. It focuses on new products and new organizational forms of production through joint and purposeful actions of institutions and policy conductors. It is noteworthy that the position of the Organization for Economic Co-operation and Development in determining the essence of innovation, introduces innovation as the introduction of a new or significantly improved product, implementation of a marketing method or a new organizational approach to business activity. This means that innovation system activities are scientific, technological, organizational, financial and commercial actions that are actually intended to implement innovation systems.
